The Liberia Baptist Missionary and Educational Convention, led by late President William R. Tolbert, Jr., aimed to make education affordable for the Liberian people. In mid-1970, the Liberian Baptist Theological Seminary was established to provide training to Baptist Pastors and other denominations.
Rev. Dr. Samuel B. Reeves, Jr., President of LBMEC and Pastor of Providence Baptist Church, Cornerstone of the Nation, reconstituted the Organizing Committee of the William R. Tolbert Baptist University, naming Rev. Dr. Arnold G. Hill as its Chairman.
On February 13, 2022, Rev. Dr. Samuel B. Reeves officially launched The William R. Tolbert Baptist University (WRTBU) at the 107th Assembly of the Convention. The university is expected to open its doors to the public in October 2023, with 100 students, all boarding.

With these objectives in mind, the university will look for and employ the best academic talent from Liberia and across the world. It will also provide a core curriculum of four-year bachelor degrees with a focus on scientific and technological courses. We anticipate that the first several hundred students will be admitted in the last quarter of 2023.
The Ex-Officio is the representative of the LBM&EC, the owner of William R. Tolbert Baptist University. The President is the Visionary and Visitor to the University, he appoints the Board of Trustees giving them oversight of the ADMINISTRATION.

The Board of Trustees appoints the President of William R. Tolbert Baptist University, and has direct oversight over the EXECUTIVES.
The executives have executive, administrative, and operational powers over the day to day affairs of the University and report to the Board of Trustees.
